Carl Mangum, PhD, RN, PMHNP-BC, CHS, CHEP
By: Kate Royals
Dr. Carl Mangum, a three-time School of Nursing alumnus and current associate professor of nursing and emergency preparedness and response specialist, has been responding to the COVID-19 pandemic on a national level since early March.
His involvement began when he worked at Dobbins Air Reserve Base in Georgia helping repatriate people who had been released from federal quarantine, namely those on the Diamond Princess and Grand Princess Cruise ships.
Mangum wrapped up four weeks of leading the charge to help assisted living facilities and nursing homes in Maryland deal with the novel coronavirus.
Mangum is the team commander for the federal Delta-1 Disaster Medical Assistance Team, or DMAT for short. The crew is made up of medical professionals from Mississippi and Louisiana, and they are trained in pandemic response and preparedness.
At the request of Maryland Gov. Larry Hogan, they were deployed to help the 1,700 facilities hit the hardest by the virus.
“We’ve been able to offer them through our experience and training better ways to handle and deal with issues that arise,” he said. “Most places have taken our suggestions and done very well with them.”
Mangum and his team worked for four weeks alongside the Maryland National Guard to assess and advise the homes in areas such as transport protocols, isolation guidelines, use of personal protective equipment and staffing.
Now, teams from other regions in the National Disaster Medical System are looking to replicate the work done by Mangum and his team in other states.
