Emergency Preparedness

The Emergency Operations Plan (EOP) uses an all-hazards approach to take responsible steps for providing a healthy, safe, and secure environment for all members of the campus community.

The EOP will guide planning and response to hazards that may threaten...

• The UMMC campus community.
• The safety of patients, staff, students, and visitors.
• Ability of the hospital to provide healthcare services.

The purpose of this plan is to improve the capacity of UMMC to prepare for, detect, respond to, recover from and mitigate the negative outcomes of threats and emergencies.

UMMC Planning for Adverse Events

The Emergency Operations Plan is based on a Hazard Vulnerability Analysis performed each year with internal stakeholders and community partners.

UMMC can not predict the nature of a future emergency. Plans to manage critical areas, such as those listed below, exist so our campus can respond effectively:

• Communications
• Resources and assets
• Safety and security
• Staff responsibilities
• Utilities
• Patient clinical and support activities

Utility Management During an Emergency

UMMC has primary and alternative means of providing for essential utilities.

• Electricity
• Only RED outlets will provide electricity while on generator power
• Water
• Fuel
• Medical gas / vacuum systems

UMMC Facilities Services should be contacted immediately for any outages 601-984-1420.

Communication During an Emergency

UMMC has reliable and redundant communication capabilities. Information and instructions for action will be disseminated using various methods:

• Campus memos
• E-mail
• Overhead page
• Alpha numeric and digital pagers
• Landline telephones
• Back-up landline telephones
• Fax
• Text messaging
• Cellular phones
• Runners
• Wireless radio communications equipment

Use clear and understandable communication during an emergency situation.

Emergency Notification Methods

There are 3 primary methods of emergency notification on the UMMC campus

• ALERT U (text message/email)
• UMMC Emergency Screen (desktop computers)
• Overhead Announcement

These will be discussed in the next several slides.

Overhead Announcement Emergency Codes

Emergency Color Code Definitions

****Overhead announced codes are used in areas with overhead public address capabilities****

• Code Blue – Adult medical emergency (location will be announced). Dial 4-1111 from a campus phone.
• Code 13 – Pediatric medical emergency (location will be announced). Dial 4-1111 from a campus phone.
• Code Red – Fire (location will be announced). Dial 4-6666 from a campus phone.
• Code Orange – Hazardous materials incident, including large spills and exposures. May be used for facility or medical alerts requiring cleanup and/or decontamination (Initiated by Environmental Health & Safety).
• Code Green - Applies to any incident (natural disaster, mass casualty incident) where the hospital’s emergency operations plan is activated (Initiated by Emergency Management or Senior Leadership).
• Code Pink – PATIENT Infant/Child abduction. Location, age and description will be included to help identify the child. From a campus phone call 5-7777 (or 911) for UMMC Police response, then call 4-1111 for overhead announcement.
• Code Amber – VISITOR Infant/Child abduction. Location, age and description will be included to help identify the child. From a campus phone call 5-7777 (or 911) for UMMC Police response, then call 4-1111 for overhead announcement.
• Code White - Applies to any incident where law enforcement or security presence is needed. Includes, but not limited to: disruptive or combative patient/visitor, or other situations where UMMC Campus Police presence is urgently required. Dial 4-1111 from campus phone.
• Plain Text Announcements – Plain text announcements will be used in cases where visitors, staff, students, and employees will all hear critical information. An example of this announcement is a severe weather emergency with imminent impact to the UMMC campus.

Alert U

• Alert U uses text messaging, e-mail, and alpha-numeric paging to connect immediately with employees and students
• The Alert U message will include concise instructions on how to respond to the given emergency, such as active shooter or severe weather.
• In order to receive Alert U messages you must keep your cell phone number current in the UMMC database.
• All employees and students should verify their contact information in Workday, and update when necessary, to receive Alert U messages;
• You must select Mobile for a cellular device under the Primary phone number option to receive text alerts

UMMC Emergency Screen

All UMMC network connected computers will display emergency alert information

Employee and Student Responsibilities;

• Every member of the UMMC campus community should be knowledgeable of the emergency color code system.
• Learn exit routes for your building/location.;
• Learn how to respond and take immediate action when needed for your work/school area.
• Employees should refer to the UMMC Emergency Operations Plan, department polices, or their Supervisor/Manager for area specific actions during an emergency.

Active Shooter

RUN

• Know your surroundings and plan a route; leave your belongings; keep your hands visible for responding law enforcement.

HIDE

• Hide out of shooter’s view; barricade/block entry; silence your cell phone/pager.

FIGHT

• As a LAST resort; use items available to you as weapons (stapler, fire extinguisher, etc.).

Severe Weather

Weather Warning

• Initial alert for campus severe weather warning from NWS
• Make plans for patients and coworkers to move to safe locations, or shelter in place.

Weather Emergency

• Imminent impact to UMMC campus
• Seek shelter immediately indoors/away from windows
• Protect yourself and patients as appropriate

Automated External Defibrillators & Bleeding Control Stations

• Mounted in public locations across campus
• Map on Intranet under “Emergency” tab

See Something, Say Something

Report ALL suspicious activity to UMMC Police

Emergencies:

• 911 from Campus Phone
• 601-815-7777 from Cell Phone

Non-Emergency

• 601-984-1360 Campus phone or cell
